This is an expression of everlasting benevolence. This is a central Confucian ideal. It governs the actions of the rulers and sets of centuries of what is supposed to be benevolent dictatorship. It stems from the idea that in return for piety and fealty from the masses, the ruler owes kindness and concern. Since the ruler is actually the immortal chosen to rule by the gods, the ruler delivers the benevolence of heaven through sacrifices, ritual, and worship.
